A really poor game from the creators of Legion, I can't remember Legion being this bad! The graphics haven't been improved in the slightest on COW, which is suprising as Legion came out so many years ago. The battles are equally pathetic, all in rubbish, almost blocky 2D in parts, and the corpses miraculously land in the same position for every dead foe! I prefer turn-based games, and I really like the idea of this game, but the implementation is rubbish.
Most of your time is spent in relentlessly upgrading your cities.
When you do have a battle its near impossible to tell your units from the enemies.
In Legion resource management and city development was a tactical process. In COW there is a commodity exchange, so you need never go short of anything.
There is no excuse for the complete lack of AI.

I rather enjoy this game. Yes at times it is trying and you have only limited ability to use diplomatic pathways but on the whole its an enjoyable game. With some pratice you can set up effective defences and stop a enemy having a go at you. Yes Total War is better in many respects but if you want a game that is some fun and quick to get up and running with then this is for you and can be quite entertaining.

What can you say about a game that is turn based, and light in all areas. If you like games that require detailed thought and planning, allowing you to balance resource, diplomacy and some real-time combat please save your money till Rome Total War coming next April(2004).
